Job Description

An experienced Research Analyst is sought for a consultancy role to provide embedded technical assistance to the Directorate of Public Health in Khyber Pakhtunkhwa (KP), Pakistan. This position supports the Evidence for Health (E4H) programme, funded by the Foreign, Commonwealth & Development Office (FCDO), which aims to strengthen Pakistan’s healthcare system by enhancing health security, evidence-based decision-making, and universal health coverage. The consultant will focus on reinforcing International Health Regulations (IHR) governance mechanisms and assisting in the revision of the Public Health (Surveillance & Response) Act, 2017. The assignment requires close collaboration with provincial and district health authorities, legal experts, and multisectoral stakeholders to institutionalize governance platforms and develop a comprehensive, enforceable public health legal framework aligned with international standards and provincial priorities.

Key Responsibilities

– Draft a snapshot brief to identify institutional and governance gaps in the current public health legal and operational framework through desk reviews and consultations.
– Compile inputs and draft policy and governance recommendations for the revised Public Health Act, emphasizing institutional roles and multisectoral coordination mechanisms.
– Develop a consolidated draft of the governance section of the revised Act, ensuring alignment with IHR, One Health, and National Action Plan for Health Security (NAPHS) priorities, and reflecting operational linkages between provincial and district levels.
– Prepare an implementation brief outlining governance procedures and coordination mechanisms under the revised Act, with clear and actionable steps.
– Support the facilitation and preparation of materials such as slides, handouts, and talking points for dissemination workshops.
– Assist in presenting key governance and policy reforms to stakeholders to foster understanding and ownership.
– Facilitate and document meetings and technical working groups related to IHR governance and the Public Health Act revision.
– Engage multisectoral stakeholders including health, law, environment, livestock, local government, and disaster management sectors to ensure integrated health governance.
– Coordinate with provincial and district forums to institutionalize and operationalize the IHR governance mechanism, ensuring sustainability and alignment with NAPHS priorities.

Required Qualifications

– Degree in law, political science, public administration, public policy, or a related field.
– 5 to 10 years of relevant experience, preferably in public health, social sciences, development, or policy-related roles.
– General understanding of public health systems and governance structures, with the ability to quickly learn about IHR and related frameworks.
– Experience supporting policy, programmatic, or institutional assessments, including data gathering, documentation, and drafting briefs.
– Strong skills in organizing, facilitating, and documenting meetings and workshops with clear outputs.
– Proven ability to coordinate effectively with diverse stakeholders at provincial and district levels, maintaining professional communication and follow-up.
– Competence in synthesizing inputs from multiple sources into clear, concise reports and presentations.
– Familiarity with development or public sector work, including project management, administration, and stakeholder engagement.
– Proficiency in standard office software (Word, Excel, PowerPoint) and comfort with virtual communication platforms.
